Directions: 1) Brown roast by broiling it.
2) Place water in a pressure cooker and bring to a boil uncovered.
3) Add the roast to the pressure cooker.
4) Put onion soup mix on top of the roast, add salt, pepper, and garlic powder to taste.
5) Slice the onion over the roast.
6) Close the pressure cooker, and cook for 35 minutes after the weight starts it's dance.
7) To make gravy, remove roast and strain the liquid from the pressure cooker. In as small sauce pan place the liquid and ad a roux made from about 3 tablespoons of flour and 1/4 cup of water, bring to a boil, stirring constantly, until thickened. Season to taste
