about a tsp per 2cups liquid for rice i would go 1tsp per cup for a marinade but always trust your own pallate. Same for salsa rojo, for the best enchiladas around.

i have no clue about richmond, but it's sure easy to find in the hispanic grocery stores in the spice aisle here in the triangle. look for a yellow box. i love it in cochinita pibil.
