I think I recall seeing it at a hispanic grocery store on Quioccasin. Unfortunately I can't recall the name. It's just west of Mediterranean Bakery on the same side of the street.

I have no clue about Richmond, but it's sure easy to find in the Hispanic grocery stores in the spice aisle here in the Triangle. Look for a yellow box. I love it in cochinita pibil.
